When you go into iCommand for the first time you may get this error. The iCommand installation (20.02.00) needs to be upgraded for the database (22.02.00) compatibility. Please contact your computer support department or the Alpine Help Desk.

Second, this can also happen due to the windows firewall on the local work station blocking SQL. Reach out to your IT, Software Consultant or the Helpdesk team to help you with the following:
Go to the Control Panel, Windows Firewall and the Exceptions Tab:
Add these ports:
Check mark TCP
Check mark UDP
